Waterford and South Kilkenny
Regional Teams 1977-2003

Each of the commissioners over the years had a very different style of leadership, different approaches and priorities and of course different teams of assistants. Listed below are all those who donned yellow neckerchiefs for the Waterford and South Kilkenny Region over the years.

Louis Murphy

Louis Murphy was the first Regional Commissioner of the Waterford and South Kilkenny Region. He held the office from 1976 until his death in 1977. As a commissioner he was a bit confined with Regional Events as at the time there were only four units in the Region. After his death a competition for younger scouts was named after him and a trophy was donated bearing the inscription:

"The Louis Murphy Memorial Cup
28-4-1977 Perpetual Trophy

Paul Cunningham.

Paul took over as Commissioner after Louis Murphy's death in 1977 and was commissioner until 1979. Under Paul the first Louis Murphy competition was held, it was a one day campcraft based event which was for scouts under 14 years of age. The first Regional Mass was also held. Paul was the leader in the 7th De La Salle for many years.

Pat Murphy.

During Pat Murphy's term as commissioner from 1979-1985 the Region saw many changes, in truth he was the revolutionary commissioner. When he took over he and his team looked completely anew at the Region. More activities took place including, swimming galas, cyclocross, cooking competitions, regional campfires and first aid competitions. Cub events also became common during Pat's time and the very first Beaver Colony in the Region was formed in 1980 at St. Pauls.

Possibly the most successful regional events, the Regional Camps, were also introduced under Pat Murphy. For his contribution to scouting on a Unit, Regional and National level Pat was awarded with Gold Medal of Merit in 1997. Pat has also been A.R.C. for Scouts and is the Pipe Major in the De La Salle Scout Pipe Band.

Robbie Wallace.

Robbie was commissioner from 1985-1990. During this time he put increased emphasis on competitions in the region. The standards in the region became much higher and when the region hosted the Melvin Trophy in 1989 Waterford teams finished first and second. Before Robbie became commissioner in 1985 he was leader in the 3rd De La Salle. During Robbie's time as commissioner many new Beaver Colonies were set up in the Region.

Sean Hayes.

1990-1993 was the term held by Sean as commissioner. Sean introduced many more Cub and Beaver events including a Regional Cub Camp. He also started a Scout Patrol Leaders Forum and Patrol Leader training events. In many ways the Region became more professional under Sean who had a much larger staff than any of his predecessors.

David Rogers.

David Rogers was elected as commissioner in 1993 and served for two full terms until 1999. It is interesting to note that David was only a Macaoimh when the Region was formed 24 years ago. David was a scout in the 13th De La Salle and has also been a leader there. He was ARC for training under Sean Hayes and is also a member of the National Training Team. According to David "If the Region and the sections are running well, that's success for us. We are endeavouring all the time to try and improve programming in the sections and that is where our success will continue to flow from."
